Nice view, feels like your higher than just the 4th floor, set up like a downtown restaurant in a skyscraper. Food was really affordable, I got the meal of the day for 7 dollars, it was Turkey, and an macaroni with spinach casserole. Dessert was 3 dollars, I gotta have dessert. Hour are a bit odd, but they are always open Thursday because they also host a rotary meeting on that day. They do catering as well, I will try their catering service soon.
